The Lazy Man's Guide to Public-Private Infrastructure

Build-Operate-Transfer Projects

Build-Operate-Transfer (BOT) and Build-Operate-Own (BOO) projects

from inception through to signature of the concession contract.

The information in this site is to assist in

writing tenders and evaluating them

writing concession contracts and negotiating them

for Private-Finance-Initiative (PFI) projects for developing countries--

in particular BOT BOO BOOT etc. for ICT Communications & Information Technology.

Why is this a "Lazy Man's Guide"? Because it leverages the internet as an expert assistant.

How? By having you create your own links to the information you gather. You write your own guide.

ie. use this 'guide' to generate your own database

to quickly and efficiently distill a concession type tender

from the latest information available.

NOTE: many links on this site use the 'wayback machine' http://web.archive.org/

and before you start, you might take a look at 20 Things to look for in your bidding documents and process

Bid Advisory & Privatisation

IFInet

(International Financing Information Network) provides information on all projects of the international development banks and the UN.

List of ADB Technical Assistance (TA) projects lists the new projects currently under consideration by the Asian Development Bank.

Want to submit an EOI (Expression Of Interest) on an ADB managed TA project? Then make a site visit to the Borrowing Country and meet the appropriate Borrowing Country officials involved in the project. This will help you prepare your proposal (if you are short-listed) and show your definite interest in the project.

Starting the company

Should you form a Partnership, a Limited Liability Company (LLC), or Incorporate?  (And what about non-profits?)

Where should the company be created?

The various international development banks specify that procurement for consulting and works are open only to the citizens/residents of member countries.  The World Bank keeps an online listing of its member countries.

Customized roadmaps

Follow these 3 steps to structure your own project plan.

  1. Search and gather information

  2. Brainstorm -- organize, prioritize, classify, sort the information -- use some of these tools to help.

www.method123.com offers project management templates (many free) to organize project planning, risk analysis, registers, and forms. Check out their methodology.  This is a real time-saver.

Project KickStart is an application that helps you brainstorm, plan and schedule projects.  Jumpstart your BOT project with a 20 day free trial.  Perhaps the hardest part of a project is launching it.  This will help do it.  It integrates with other project management software (e.g. Microsoft Project, SureTrak...).

  1. Sketch your own BOT procurement blueprint.

Risk

A major risk element to be negotiated as part of the concession agreement is the risk of termination.

Risk estimation & allocation of project risk

This is a form of Fermi Problem

Fill in the blanks.  For a first cut, put X in each cell where the risk is borne.

For more detailed risk analysis use some of these links and tools.
